Summary of the new feature / enhancement

Following on from discussions in #10371 #24245 I noted that we don't make use of the verbose stream at all within Get-Service
If/when #24245 is merged it would make sense to emit a verbose message when specific properties of a service cannot be returned and it reference a new example for Get-Service that shows where this may be the case with more information
