High CPU usage on macOS while doing *nothing* #6951

Description

Hello, I have a Macbook Pro with M1 Pro chip, and I've tried different configurations (disabling "Use Virtualization framework" just uses qemu instead, and peaks even higher in CPU usage). I've tried with VirtioFS and gRPC FUSE. I'm using macOS Ventura (13.4.1 (c)).

Reproduce

Install and run latest Docker Desktop (4.22.0)

Expected behavior

I'm not runnin any container so it shouldn't use any CPU.

i've found many articles on google of people with the same issue, and nothing seems to fix it
