issue: docker desktop failed to initialize #13025

• I have tried with the latest version of Docker Desktop
• I have tried disabling enabled experimental features
• I have uploaded Diagnostics
• Diagnostics ID: F364A9FA-E8C2-4A24-AD76-FB9BB129B9C8/20221020211412

Actual behavior

Docker Desktop failed to initialize Docker Desktop shutting down

Expected behavior

Docker Desktop runs
