This error is a common automated false positive. When you update your billing name or address for the student verification process, GitHub’s compliance engine automatically screens the text against U.S. export and trade regulations. Certain keywords, regions, or common names can mistakenly trigger this lock.
Because you do not need to link a credit card or pay for anything to get the Student Pack, you can safely bypass or resolve this issue using the steps below.

1. Update Your Public Profile Name Instead
   The GitHub Education automated verification system checks your Public Profile Name as well as your billing information to match against your academic ID. If the billing system is locked, you can change your legal name here instead:
   Go to your GitHub Settings > Public Profile.
   In the Name field, enter your full name exactly as it appears on your student document.
   Note: You do not need to change your GitHub username, just the display name. You can also change this back after you are approved.
2. Verify Your Billing Address Format
   If you still need to bypass the billing validation block, make sure you are not using a VPN or proxy, as hiding your real location or matching a blocked IP address will automatically trigger a sanctions filter.
   Ensure your physical location matches your local address.
   Avoid special symbols or complex characters in the address fields, as these sometimes break the automated text filter.
3. Request a Manual Review
   If the billing error prevents you from proceeding entirely, your account requires a human administrator to clear the restriction flag. You should request a manual verification review:
   Go to the GitHub Education Support Page.
   Select "Student Developer Pack / Education benefits".
   Attach clear, unedited pictures of your school documents (e.g., student ID, enrollment certificate, or tuition receipt).
   Explain clearly: "My account was flagged by the automated U.S. restrictions filter while trying to update my full name for student verification. I am a student at [School Name] located in [Country] and do not intend to make purchases. Please manually review my student eligibility.".
   GitHub's support team is well aware of these compliance false positives and will typically whitelist your billing info or approve your student status manually once they verify your documentation.
