NEW and experimental (2016-09-04): pieces to upgrade WinPythonZero/WinPython

Here below are packages necessary to build WinPython 2016-04 "Full" from a WinPythonZero.

Indeed, WinPython tries to evolves as follow :

• WinPythonZero is a small re-pack of a standard "Python",
• a WinPython "Full size" is WinPythonZero + a list of packages to install from a given "pool of packages",
• users can change or tweak any piece of WinPython easily.
