It describes the "interest invokers" API, which is primarily controlled with a new global attribute, interestfor. There are also related concepts landed in the CSS spec, e.g. here:

This would seem to me to be a close companion to popover="hint", removing the need for JS to activate a hint popover, and I'm a bit surprised that it's unassigned - any movement on this bug?
