Because AppVeyor supports Ubuntu and Mono, we can switch from Travis CI (.NETCore+Mono) and AppVeyor(.NETCore+.NETFX) to AppVeyor only(.NETCore+.NETFX & .NETCore+Mono)
UWP should be bundled now with the devel NuGet
Added ubuntu nuget cache
Added Windows global nuget cache
ignores test/* doesn't wait for cli
wait for CI build
Cache is too slow (about 1:20)
