PlasmaPy's original vision statement was written around 2017, and has become quite out-of-date. My goal in this pull request is to remove the vision statement so that it can be openly archived on Zenodo instead. An alternative would be to update it and keep it in the online documentation, but there's a good chance it'll get out-of-date again, and at the moment we have a lot of higher priorities. Putting it on Zenodo will keep it available as a snapshot in PlasmaPy's history, and reduce the size of the documentation that we need to maintain.
Note: This PR should not be merged until the vision statement has been uploaded to Zenodo. We might want to add the Zenodo link for the vision statement somewhere in the docs too.
