release(0.0.14): regenerate codegen + declare runtime deps

Refreshes the autogenerated API client against the latest backend
OpenAPI spec, fixes the clean-install path (attrs/dateutil now declared
as runtime deps), and pulls in CI hygiene from the prior commits on
this release window:
  - tomllib import is 3.10-compatible (tomli fallback)
  - autogenerated _internal/api dir excluded from ruff
  - test stubs aligned with new DTO shapes
