Add LF Europe technical charter (doc/sphinx/CHARTER.rst), acknowledgments page crediting CEA, Stanford SRC, and Henri Doreau, minimal CONTRIBUTING.md with DCO sign-off instructions, and update GOVERNANCE.md, README.md, and SECURITY.md to reflect HPSF Established status and new repository location. DCO enforcement via LF DCO GitHub App — install on clustershell/clustershell after merge, then mark required in branch protection for master. Signed-off-by: Stephane Thiell <sthiell@stanford.edu>
