This adjusts the fix in #388 to keep the F# targets files installed at the expected canonical path (needed to allow F# project files to compile correctly).

On windows the canonical path still has v4.0 in it even if the .NET framework being used is .NET 4.5. That's just the way it is

C:\Program Files (x86)\Microsoft SDKs\F#\4.0\Framework\v4.0

Update fsharp.rb to 3.1.2.2 for fixes to fsharp/fsharp/pull/436

fsharp/fsharp#436 contains an F# fix related to the homebrew build, see fsharp/fsharp#435 (comment)
