datetime_to_vecs, datetime_from_vecs were completely rewritten.
There are various vectors that represent time, but by applying them in order of magnitude, the error becomes small.
This makes it possible to handle both cases where only a few types of vectors are sufficient and cases where many types of vectors are used.
