fix: stabilize capture flow and editor selection regressions

feat: remove scrolling capture mode, enhance editor and annotations

Remove the scrolling capture feature entirely (ScrollingCaptureController,
ImageStitcher, ScrollSimulator, AdaptiveScrollPlanner). Clean up all
references from menus, hotkeys, settings, HUD, and tests.

Includes editor improvements: annotation rotation/geometry, enhanced
tool options, crop undo/redo support, and expanded test coverage.
