Bump oxcode-model/core/cli to 0.3.0 (inter-crate pins + Cargo.lock) so the next release tag publishes a fresh npm version (0.2.0 is taken). Document the npm launcher (@snowmead/oxcode-mcp) and the official MCP Registry entry (io.github.snowmead/oxcode) in README.md and claude-plugin/README.md.
