Replaces the manual conda + pip process with a reproducible uv workflow: requirements.in (curated list) compiles to the Windows-pinned environment0000.txt for CBS. Adds PyTorch Geometric CPU wheels (pinned to match torch==2.12.*), a requirements.in-driven check_environment.py smoke test (install + isolated import per package), fixes ibis → ibis-framework, and adds a step-by-step README.
